What is a comprehensive plan?

A comprehensive plan is a long-range statement of a community’s vision for the future. It provides guidance for decision making related to development, preservation, and the provision of services and public facilities. It is a formal policy document that is adopted by the City but is implemented through zoning regulations, and other ordinances, laws, and initiatives in the community.

Why should I care?

As a citizen, business owner, or property owner in Parkersburg, you have made an important choice to invest in the community. If you like the community the way it is, you should care because change is always happening. If you want aspects of the community improved, you should care enough to help identify what needs to be addressed. This is your best chance to make your voice heard in how Parkersburg looks and thrives in the future.

Why is Parkersburg preparing a comprehensive plan?

West Virginia State Code (Article 3 §8A-3-12) requires that a city’s comprehensive plan be updated every ten years. Much of the city’s current plan has been realized or become obsolete because of changes in trends.  The city hopes to develop an updated vision and supporting recommendations that have been embraced and developed with the community’s input. By doing so, the comprehensive plan will assist in ensuring that any future priorities and decisions are made with the citizen’s vision in mind.  It is also an opportunity to get more people involved in the city’s future and catalyze change together.

Who is leading the process?

The planning process is being led by a steering committee that was appointed by Mayor Joyce as a cross section of the community. The steering committee is charged with meeting on a regular basis to guide the planning consultant (McBride Dale Clarion) in the creation of several milestone deliverables and to process and reflect on information and input provided by the broader public over the next year.

How can I be involved?

There will be a series of input opportunities specifically designed for you to share your ideas and review drafts of the plan. Please follow the project here and on the city’s website for the engagement schedule, and online activities.

Do I have to be an expert to participate?

You are already an expert if you live or work in Parkersburg. Who knows the community better than someone who lives or works here?
